Thank you, this was a huge help. Mine was a little different, but close enough I could still follow along.
One tip to those who follow: Pay attention to the number on the bottom right of the access panel. When you first boot the system the bios is going to ask for that number (mine was 3 ME DISABLED) and the? service tag. After you enter those numbers the Red/Yellow blinking battery light will go away.

I have the same issue, i changed motherboard and now I have blinking battery light (Yellow-then-Red,…) and also the blinking Num Lock and no display. can you give me more instructions how you managed to fix this issue?? Where did you find how to init BIOS?
i got a base/mobo for a e6500 in working condition. used low-end screens on ebay were going for 100 bucks but i won a top-of-the-line screen in an auction for 70? bucks

This was extremely useful. Almost identical to my Latitude E6510? & E6520.
Very helpful! I wasn’t expecting when I replaced my Motherboard the? other things that happened. 1st, the blinking battery light (Yellow-then-Red,…) and also the blinking Num Lock and no display. They were solved when I reseatted the Memory, hard drive and optical drive. Also the battery needed to be removed while it did it’s DELL thing. Hint; look at the inside of the back cover for a Number, mine was on a yellow sticker and it was asked for when the system booted up. BIOS needs to init!
