That happens when you replace the resistor by a wire, BUT, If R disappears,it means that the circuit is OPEN (CUT the wire and TAKE? OFF the resistor), so the current cannot flow, it means the resistense is infinite large (resistence of the air).

By removing it, you’re actually creating an open circuit, so resistance? will be infinite. We’re not actually replacing the removed resistance by a wire.

8:12 I think there? is a mistake. If R disappears then it is a conducting wire. But an ideal wire has no resistance (so the resistance is 0). There is a current but the potential difference is 0.
